shit, they barely give a shit about home consoles, even, much less racing games.
Here's an idea to make that rabbit harder: give him Gaea Rage. And don't even have the damage: just make it crash the game and delete your saves.

Hell there are not that many racing games period anymore each system has like 1 big one Nintendo with Mario kart,Sony with gran turismo, and Xbox with forza. So not a real surprise Japan does not have many.

I would have liked an amazing Sonic All-Stars Racing game on PS4. There are no good kart racers this gen, and I was disappointed with Mario Kart 8 DLC edition. I didn't buy a Switch or MK8 Deluxe.

Ahh that's the issue. One offs, dead studios and dead games that never even made it into the 21st century. What you did was show the decline of arcade racers and kart spin-offs that have been going on for decades.

Also. No one cares about Japanese arcades.

well the companies figure with the exploitative gambling addictive like qualities of Gacha since gambling is 'supposedly' illegal in Japan, added to the fact that everyone has a cell phone, and added to that the general negative stigma of 'video games are for kids and homely non productive Otaku' thats been prevalent in Japan for years can now be totally pushed to the side since there's less 'embarrassment' of playing an app on your phone in public as a grown adult there vs playing a home console all day when you should be either working 18 hour shift or studying till your eyes fall out and you wanna jump off a building, that the 'low development cost risk to high profit return' is too great to pass up on cell phones so they take full advantage.Not to mention arcades are still prevalent there since many Japanese try not to go home right away and like to stay out.

Of course that doesn't mean that many companies no longer have a passion for making home console games as we can see. Clearly since we're now seeing many more Japanese games being localized than ever before, as well as the Asia market opening up even more now in China and the fact that many more Japanese games are being ported to PC (Steam), its obviously not dead yet for console gaming there. Just more niche than it is in the West due to their overwork culture, the advantage of exploiting cell phones and the general stigma against otaku. There's also the matter of many of the classic JPN developers getting older in age and there's less up and coming new talent to take their place, and many have left the more popular companies they once worked for, as well as many smaller studios shut down.

Personally, i think the reason the localization of japanese games is so much more common nowadays (and even on pc like you said) is due to the prevalence of the mobile market on Japan.
I never thought id be able to play stuff like Criminal Girls or Tales on a pc, or even get visual novels released on consoles localized a decade or so ago XD
Much better nowadays.

No longer can they confine themselves to Japan only if they want to be successful.

Just a guess, but it's because racing is much bigger in Europe than anywhere else, and so most racing games would be developed there as well. But again, just a guess.

Automodelista from CAPCOM was a cool game. It never had a sequel. 
It had a custom decal maker tool that was really cool for the time.

RR3D is RR7, which came out after RRVita so I'm still right, and Unbounded doesn't count since it wasnt made in Japan.

That rumor was based on a mention in a LinkedIn profile, so until the game is revealed there will be no more info (Namco would neither confirm nor deny it). If it's real it'll probably be announced at E3 or TGS.

Like how I rarely get excited for fighting games that aren't Japanese, the best racing games I've played are primarily from western devs.

Rush, Burnout, NFS, Split/Second, Forza Horizon, etc. All made outside of Japan.

There have been good Japanese racing games, too (Daytona USA comes to mind) but not nearly as many as the great racing franchises that originated outside the country.
The only game reviewers who can be trusted are those who publish in Latin or Swahili.
